If you are not employed in Estonia nor have a permanent residence permit or Long term residence permit, you are out of the coverage of Health Insurance in Estonia. For that, you will be solely responsible for having your health insurance by yourself.
EU Citizen: You can apply for a European health insurance card (EHICs) or a substitute certificate of an EU health insurance card. If you have valid health insurance in your home country, you should apply for health insurance in your home country before arriving in Estonia.
Non-EU citizen: As a non-EU/EEA/Switzerland student, you need to have the required health insurance in Estonia for continuing your study. After arriving in Estonia, you will be responsible for managing a health insurance service provider.

Tips: There are few ways of meeting Estonian insurance policy requirements while applying for a visa. One way is to obtain Schengen visa traveling insurance from any local travel agency (this will serve you with Estonia D visa requirement only). After you receive your Temporary Residence Permit, you can get a local insurance provider.
