Application for PR in Newfoundland and Labrador can be submitted through the Newfoundland and Labrador Provincial Nominee Program (NLPNP). Through this process, the provincial government attracts bright foreign workers and international students to settle in Newfoundland and Labrador. The Strait of Bele Isle separates the province into two geographical areas: Labrador, the largest and mainland area, and Newfoundland, an island in the Atlantic Ocean. It was a colony and in 1907, became a self-governing  dominion. Due to the great depression and participation in world war one, NL gave up its independence and joined Canada. 

It was the tenth and last province to join Canada, in 1949. Nova Scotia neighbours this province to the southwest, the French territory of Saint-Pierre et Miquelon to the southeastern, by the Labrador Sea to the north and south and Quebec to the south and west.

Scholarships in Newfoundland and Labrador:

The provincial government of Newfoundland and Labrador award 201 scholarships each year to high school students in Newfoundland and Labrador. The value ranges from $1,000 to $2,500 and are given out based on the department of education score on public exams.

Permanent Residence in Newfoundland and Labrador

Permanent Residence or PR in Newfoundland and Labrador:

The Newfoundland and Labrador Provincial Nominee program known as NLPNP nominates individuals to the federal government who wish to obtain Canadian Permanent Residency. There are seven NLPNP Immigration Categories:

  1. Express Entry Skilled Worker Category

  2. Skilled Worker Category 

  3. International Graduate Category 

  4. Priority Skills NL

  5. International Graduate Entrepreneur Category

  6. International Entrepreneur Category 

  7. Atlantic Immigration Pilot 

1. Express Entry Skilled Worker Category

This stream is for those applicants who have a :

  • profile in the federal Express Entry Pool

  • Highly-skilled job offer for at least two years with the possibility of extension from an eligible Newfoundland & Labrador employer.

  • Salary, benefits and wage rates must meet provincial standards.

Additional requirements for applicants:

  • Achieve a minimum of 67 points out of 100 on the PNP point assessment grid.

  • Have valid IRCC Work Permit with at least four months remaining at the time of application or be entitled to apply for one.

  • Have a foreign qualification equivalent to a Canadian post-secondary degree or diploma with an approved Educational Credential Assessment.

  • Ability and intention to settle permanently in Newfoundland and Labrador.

  • Sufficient funds to establish yourself (and any family)

  • Provide language test ability required level declared in Express Entry profile.

2. Skilled Worker Category

To apply in this stream, an applicant has to have a guaranteed offer of employment from a Newfoundland and Labrador employer and has been on a valid work permit in NL. To be eligible, you need to have:

  • A guaranteed, full-time job offer from a Newfoundland and Labrador employer;**or be currently working in the province, on a valid work permit.

  • Have necessary qualifications, training, skills, and/or accreditation(s) required for the job;

  • Have the ability and intention to settle in Newfoundland and Labrador permanently;

  • Have financial capacity to support you and your family members in Newfoundland and Labrador.

  • Your present or future employer needs to demonstrate a need for your skillset; and

  • Expertise in English or French language to perform employment duties. 

** For applicants who graduated from Memorial University or the College of the North Atlantic and worked in a field unrelated to their study program, they can apply for the International Graduate category.

International Graduate Category-PR in Newfoundland and Labrador

3. International Graduate Category

This category is especially for recent graduates with a post-graduation work permit and a job or job offer from a Newfoundland and Labrador employer. To apply under this stream, you must meet the following requirements:

  • A PGWP with at least four months of validity remaining.

  • A full-time job offer or secured job from an eligible employer in NOC 0, A or B, or in a NOC C occupation on the In-Demand Occupation list which guarantees a minimum of 30 hours per week, at least one year in duration and with a reasonable expectation of extension.

  • A job offer that is either:

    • Related to the field of study of the applicant’s degree if the applicant graduated outside of Newfoundland & Labrador (Out-of-province graduates are required to work a minimum of one year in Newfoundland & Labrador before applying), OR

    • Not related to the field of study of the applicant’s degree if the applicant graduated from College of the North Atlantic or the Memorial University of Newfoundland and meets the following criteria:

      • Requires a post-secondary degree or diploma.

      • Expected to lead to career advancement.

      • The job requires the applicant’s skill, experience, and/or training obtained in the last five years.

  • Be 21 to 59 years-old.

  • Intend to settle permanently in Newfoundland & Labrador.

  • Sufficient settlement funds.

  • Demonstrate English or French language capability to perform the employment duties.

  • If the applicant has an ownership stake in a business in which they are employed, that stake cannot exceed 10 percent.

4. Priority Skills Newfoundland and Labrador:

Priority Skills in NL is for highly skilled workers, who have a high level of education and language ability, in Newfoundland and Labrador and can contribute to high demand sectors in Newfoundland. 

Those candidates must complete an expression of interest, and those with high interest from employers are invited to apply. 

Expression of Interest (EOI) are accepted from the candidate:

  1. Who has at least one year of work experience in the last ten years in one of NL's in-demand occupations. 

  2. Who graduated with a Ph.D. or Master’s from Memorial University within the past three years in Technology, Health Care, Aquaculture, or Agriculture.

Other eligibility requirements that a candidate needs:

  1. Have taken IELTS or CELPIP test within the last year. 

  2. Have the intention to live permanently in Newfoundland and Labrador and be at least 21 years old.

5. International Graduate Entrepreneur Category

This international graduate entrepreneur category is aimed at graduates of Memorial University or College od North Atlantic who started or bought a local business.  

Applicants must meet the following requirements:

  • Minimum of 21 years of age.

  • Submit a business plan with verified supporting financial documents.

  • Completion of a degree or diploma after at least two academic years of full-time on-campus study at either the College of the North Atlantic or the Memorial University of Newfoundland, within two years of submission of the Expression of Interest.

  • Have a valid Post-Graduate Work Permit.

  • Intention to permanently live in Newfoundland & Labrador while owning and managing a business.

  • Have a minimum of one year’s continuous experience actively managing and owning the current business (33.3 percent ownership minimum);

  • Create a minimum of one full-time job for Canadian citizens or permanent residents.

  • Demonstrate that the business you are working for is a for-profit organization that generates profit through selling services or goods.

  • Score minimum seven on the Canadian Language Benchmark’s speaking, listening, reading, and writing.

  • Fill out an online Expression of Interest.

  • Receive an Invitation to Apply for PR from the Newfoundland & Labrador Office of Immigration and Multiculturalism

International Entrepreneur Category-PR in Newfoundland and Labrador

6. International Entrepreneur Category

This stream is for senior business managers and experienced business owners who wish to apply for permanent residency in Newfoundland and Labrador. 

Additional Requirements for applicants:

  • Be between 21 and 59 years of age.

  • Have a business plan with verified financial documents.

  • A degree that is at least a Canadian high school diploma or equivalent.

  • Intention to permanently live in Newfoundland & Labrador while owning and managing a business.

  • Have a minimum of $600,000 as business and personal assets that can be transferred to Canada. 

  • Financially able to invest at least $200,000 to establish a business in Newfoundland & Labrador with a minimum ownership stake of 33.3 %, or $1 million in equity investment.

  • Create an opportunity for a full-time work position for a Canadian citizen or Permanent Resident.

  • Demonstrate that the business you are working for is a for-profit organization that generates profit through selling services or goods.

  • Have either two years’ experience in the last five years of actively managing and owning a business (at least an ownership stake of 25%) OR five or more years’ experience, in the last ten years, in a senior business management role.

  • Score minimum five on the Canadian Language Benchmark’s speaking, listening, reading, and writing.

  • Fill out an online Expression of Interest.

  • Receive an Invitation to Apply for PR from the Newfoundland & Labrador Office of Immigration and Multiculturalism.

7. Atlantic Immigration Pilot:

This program is a joint venture for a joint federal government and four provincial governments targeting skilled workers and international students. It is an employer-driven immigration program. This stream was initially launched in 2017 as a three-year pilot but extended for two years to December 2021. The four Atlantic Provinces assist employers in finding skilled workers specific to labour market needs in the Atlantic provinces.
